Why you can rely on it

Don't take our word for it. Take the code's.

Every figure in the report sits beside the sentence of law that sets it, with its section. The reasoning is written out, the other cases the code states are listed, and the source is quoted verbatim. Read it yourself, or hand it to counsel.

One card from a sample report: the front setback, 20 ft, determined, with the other case the code states, the reasoning, the verbatim reference quote from the municipal code's table, and the section cited

Method

How a report is made.

Every report goes through the same six steps, in this order. The report itself lists every document and map it was built from, with the date each one was read.

  1. The documents are read in full.

The zoning code, the general plan, any plan for the lot's area, and the state housing laws that apply. Independent AI readers read each one cover to cover. Nothing is skimmed or sampled.

  2. Every number is quoted.

A number goes in the report only if it is quoted from the exact sentence or table row that states it. You see the code's own words next to each number, and where they sit in the code.

  3. Every number is checked again.

A separate check reads the whole document again and tests each number. If two readings disagree, the report says so and shows both. If the code is silent on something, that is checked too before the report says so.

  4. Nothing about the lot is assumed.

Every fact about the lot is listed with where it came from. If a rule depends on a fact we don't have, the report names the fact and gives the answer for each case.

  5. The maps are checked, and shown.

Every map that affects the lot, from zoning to flood, fire and coastal, is checked against the lot's own outline. Each one is drawn with the lot on it, the nearest boundary marked, and the date the map was read.

  6. A specialist signs it off.

Before delivery, a Richey Zoning Intelligence specialist reviews every determination against the quoted code and signs the report off. Delivered within 72 hours.

We have run this method on more than 2,000 reports over 559 lots, running the same lots again after every revision. A second, independent AI reader then re-read more than 500 of those reports against the code and scored every determination; each revision was measured on lots it had never seen. As of October 2026.

Not covered: title, easements, covenants and CC&Rs; the building and fire codes; fees; the outcome of any discretionary review; state laws other than the housing laws screened; and anything in a document the report does not list.
